Standard ML sourceforge project

Responses are coming in (thanks Bob, Nick, Andrew, Henry, Steve).  I'm
going on vacation for the next week, so there will be a short delay
before I can finish setting things up.  I'll be back in touch with you
a week from Monday.

Andrew suggested including benchmarks as well as test suites, which
is a good idea.  And Bob suggested using the project as a forum for
discussing language issues (interpretation of the Definition,
experimental features, etc.).  These are both great ideas.
