wrong size default paper in dvips config

In the user-guide.ps.gz, and probably all Postscript generated since you
upgraded to Red Hat 7.1, the page size is A4, not Letter. The Red Hat people
always set up dvips so it defaults to this size, who knows why.

To fix this, go to /usr/share/texmf/dvips/config and edit the file (as root)
config.ps. Move the line
    @ letterSize 8.5in 11in
so that it is just before the line
    @ A4size 210mm 297mm
instead of a few lines after it. This is because the first page size line is
the one that is the default.

Warning, after fixing this you may have to play around with your TeX margins
to get it to come out correctly, but as it is set up now it is definitely
wrong and if people have both sizes of paper in their laser printer, some of
them will decide to come out on A4 paper.
