new projects

I would like to create a couple of new projects in our cps tree, "opus" and
"exceptions".  I am unable to create them because of file permissions.  

% cvs import -m 'initial import' opus sweeks start
cvs server: cannot make path to /home/henry/usr/mlton/CVS/ROOT/opus: Permission denied
N opus/z.opus-notes
cvs server: ERROR: cannot write file /home/henry/usr/mlton/CVS/ROOT/opus/z.opus-notes,v: No such file or directory

No conflicts created by this import
