Yes, local-ref has the same problem of analyzing via a walk of the CFG and
rewriting via a map over all blocks.  The rewrite has no inter-block
dependencies, so I could rewrite via another walk of the CFG and build up
a list, but it was easy enough to add the eliminateDeadBlocks call.
