[MLton-devel] minor basis library regression

By default, the latest versions of MLton use the revised Standard ML Basis
Library specification (http://sml.sourceforge.net/Basis).  Backward
compatibility is maintained by the -basis compiler option.  Use
-basis 1997 to recover Array*.extract and other functions.
