While the Basis specification is correct with respect ot RFC1123 
(http://www.faqs.org/rfcs/rfc1123.html),
most UNIXes don't seem to comply with this.  It seems relatively 
harmless to be more forgiving of
input, as long as we always formulate our output in RFC1123 fashion.
