[MLton] should Date.{fromString,scan} allow space instead of zero?

I think that it is very bad that the spec requires the leading 0.  My first
notion is to fight to get the spec `fixed'.  Still, for the moment, if the
spec says that it should reject `... Jul  5 ...' then it probably should.
(Or at least that is my vote.)
