[MLton] mlton on mingw ?

Unfortunatly, there are still some bugs, even more than are listed on 

	http://mlton.org/RunningOnMinGW

I don't remember exactly what the other problems are (although I think
World.save was one of them).  Hopefully you ran across them in the
email archives.  You should also notice them once you start to
cross compile the regressions.
