[MLton] "time" in build depends?

Hi,

I'm getting closer to finishing my initial packaging attempt of MLton
for Fedora Extras. (Though I may need to redo it to support the initial
bootstrap.)

Anyway, in looking at debian/control, I see that "time" is in the build
depends. Is this necessary? I don't see where it is used during the
build at all. Just wondering, as I set up the Fedora build depends.
