[MLton] Port to PowerPC/AIX

Hi,

I just committed the patch for AIX to trunk.  The patch also includes
a fix for a bug in the runtime for the cases where nonblocking IO with
sockets was implemented using MSG_DONTWAIT (some platforms don't have
MSG_DONTWAIT).   I couldn't make sure the fix works on Cygwin, since I
couldn't get the binaries working there.  It does work on HP-UX and
AIX, so I cannot see why it wouldn't work on Cygwin as well.

I'll upload binaries for PowerPC/AIX on the temporary upload page
soonish.
