  I don't think it's at all possible to have a c90 compiler for this
  target in the first place.  In fact, right now there are only two
  compilers to choose from -- MS's VC compiler, and the mingw-w64
  project which supports ONLY gcc (4.3 and above).
  
Gcc without any options is, I believe, iso c90.
Please also remember that GMP targets non-Windows system,
so the compilers relevant are surely more than the ones you list.
