No,  it  isn't  usual.  I just compiled mlton.c on my 400 MHz laptop with 128
meg of RAM and it never swapped.  It took just under half an  hour.   On  the
other  hand, from your description it seems that you aren't trying to compile
mlton.c into the mlton executable, but are trying to compile  mlton.sml  (the
real source) into mlton.c.  That probably won't be do-able in 256 meg or RAM.
512 meg is fine.
