My bad.  Thanks for the correction.

Allyn, my confusion came from looking at the 2002 specification of
MONO_ARRAY, which does not include the Vector substructure.  So,
20020923 is correct in its implementation of the 1997 specification.
I guess SML/NJ implements the newer version of MONO_ARRAY (at least in
this respect).
