I wouldn't classify it as a bug.  20020923 implements the basis library as
described at:
http://cm.bell-labs.com/cm/cs/what/smlnj/doc/basis/pages/sml-std-basis.html
and that MONO_ARRAY signature includes a Vector: MONO_VECTOR substructure.
