That's one way of implementing Dan's and Matthew's suggestion.  I
don't see why that would be easier than putting ACLs on the pages we
wanna lock down.  In fact, it looks harder from a sysadmin
perspective.  Also, it embeds the notion of what's official and what's
not in the links.  That notion seems better associated with pages.
